Q1 Immigration

What is your position on immigration? Please include what restrictions should be placed on ICE and what action you would take if ICE were to take significant action in Pennsylvania.

Justin Douglas

Federal law enforcement agencies must operate with transparency, accountability, and respect for constitutional rights. Oversight is essential to ensure enforcement actions follow the law and protect due process.

I have taken a bold position in calling for the abolition of U.S. Immigration and Customs Enforcement. I understand that this position may rub some people the wrong way, but trust is the most important tool we give law enforcement, and ICE has repeatedly violated that trust under this Administration. When communities fear the very institutions meant to uphold the law, it undermines public safety and the integrity of our immigration system.

Abolishing ICE does not mean eliminating immigration enforcement. It means reorganizing those responsibilities into a new agency or existing agencies with clearer objectives, stronger civil liberties protections, and meaningful congressional oversight.

If significant enforcement actions were carried out in Pennsylvania, I would push for full transparency from federal agencies and ensure that constitutional protections and due process are being upheld. Immigrants are an important part of communities across PA-10. The goal should not be cruelty or chaos, but a system that restores trust while maintaining lawful and fair enforcement.

Janelle Stelson

We have a broken immigration system and both parties have botched the crisis for years. There need to be independent and thorough investigations into every killing or injuries involving ICE agents. ICE should also not be rewarded for arresting legal U.S. citizens. ICE should not be detaining people at churches or schools. Due process and our laws must be followed. All federal law enforcement including ICE should wear uniforms with badges and should not wear masks.

Thankfully, Kristi Noem was removed but we still need to ensure that monsters like advisor Stephen Miller are held accountable and quit terrorizing our neighborhoods.

Q2 President Trump & Executive Power

What actions would you take concerning President Trump? Please address what restrictions you would push for on the powers of the executive branch and your position on impeachment.

Justin Douglas

The Constitution created three coequal branches of government, but in recent decades Congress has too often ceded power to the executive branch. Regardless of who occupies the White House, Congress must reassert its role as a check on presidential authority.

I support strengthening congressional oversight by enforcing subpoenas, limiting abuse of emergency powers, and reaffirming Congress's authority over war powers and federal spending. Congress must also strengthen ethics rules and transparency requirements to prevent conflicts of interest within the executive branch.

I have taken the Courage for Democracy (Citizens Impeachment) pledge to support impeachment. Widespread corruption, the repeated ignoring of congressional oversight, violations of the constitution, and even recent rhetoric threatening genocidal violence toward Iran are unacceptable. These actions require more than the strongly worded caucus statements that too often substitute for real accountability.

Impeachment is one of the most serious constitutional tools Congress possesses and should never be used lightly or for partisan purposes. But when credible evidence shows a president has violated the law or the Constitution, Congress must be willing to act. No president, including Donald Trump, is above the law.

Janelle Stelson

Defeating Scott Perry and taking back the U.S. House is the best way to put guardrails on the ruinous nonsense coming out of Washington DC. It is how we put an end to the Iran war that is increasing gas prices and how we stop the terrible tariff taxes increasing prices from groceries to housing. Flipping this seat means we can push for the Affordable Care Act subsidies and lower healthcare costs. My name recognition and history of being a trusted, non-partisan voice was key to our near victory in 2024. My strong candidacy propelled the Cook Political Report to move the race from "Likely Republican" to "Lean Republican" and finally "Tossup." I lost 49.2% to 50.5% by the second smallest margin of defeat of any 2024 Democratic House challenger, even as Trump won our district by more than 5 points. We have outraised Perry 2:1 and with the endorsements of a majority of our Democratic local elected leaders and nearly 20 unions representing thousands of workers across the district we are going to be one of the seats that delivers a majority to put a stop to what is going on in Washington.

Q3 Rising Healthcare Costs

What is your position on rising healthcare costs? Please state your position on the regulation of health insurance companies and Affordable Care Act subsidies.

Justin Douglas

Rising healthcare costs are one of the greatest financial pressures facing American families. Premiums, deductibles, and prescription drug prices continue to climb while large insurance and pharmaceutical companies report enormous profits.

I support stronger federal oversight of the health insurance industry to ensure patients receive the care they pay for. Insurance companies should not be able to deny necessary treatment through excessive prior authorization requirements or opaque coverage rules.

The Affordable Care Act expanded coverage for millions of Americans, and the subsidies that make insurance affordable should be protected and strengthened. These subsidies are essential for working families who rely on the individual marketplace.

We should also expand the federal government’s ability to negotiate prescription drug prices and increase transparency in healthcare pricing so patients understand the true cost of care. Healthcare should be treated as a public good. My ultimate goal would be to move toward a Medicare For All system that ensures every American has access to quality healthcare and eliminates the reality of medical debt being the leading cause of bankruptcy in America.

Janelle Stelson

I support high-quality, affordable, accessible health care. We also need better access to urgent care and primary care. It should not take six months to get a physical or three days to get an appointment when you are sick. The current system needs reform. I support lowering the price of prescription drugs by allowing the government to negotiate prices. Scott Perry was the deciding vote on a bill that would cut health care for nearly 20,000 people in our area. This bill is devastating and will worsen the doctor shortage, threaten our hospitals, and raise premiums.

Big Pharma and the insurance companies that support Scott Perry have jacked up prices and put lives at risk. Unlike several of his Pennsylvania Republican colleagues, Scott Perry voted against lower health care costs and actually said reducing the cost of health insurance would be a “colossal mistake.” I would protect the Affordable Care Act. You should never have to decide between putting food on the table or paying for the medical care you need. I believe we need to ban surprise billing, close the loophole for ambulance trips and improve the dispute arbitration process to better protect patients. It’s unacceptable that people who have health insurance coverage still fall into medical debt due to sky-high costs. That’s why I believe medical debt should be taken off credit reports.
